Limits on the number of email messages that subscriptions and mailboxes can send per hour protect the server's reputation when a mailbox or a website is abused to send spam. Here you can see who sends mail now and who reached a limit.

When off, no limit applies anywhere (the counts are still kept). The change applies within a minute.
